The "Command" field for your manual kit should be:
C:/OpenSees-Solvers/bin/OpenSees.exe #1

The #1 is a placeholder for the file name that STKO will generate.

Also, copy all the HDF5 DLLs in the same folder where you have the OpenSees.exe, otherwise, it will not be able to find them.
